Tailgate will not open from the outside

Tailgate will not open from the outside but you can open it from the inside any ideas please ?
 
Thanks it was a oxidised rear panel fuse cleaned it up with wire wool ,seems all the fuses were oxidised so cleaned them all in the rear and under coin box ,strange that they hide the rear fuses, the hand book states there are only two, coin box and under bonnet

Sorry late due to the HOT weather- it’s that fuse anyway……..
